刘小和博士2003年2月12-14日代表我所参加了在澳大利亚珀斯（Fremantle）召开的澳大利亚农业与资源经济学会第47届年会，并在会上发言。他与澳大利亚墨尔本大学D. MacLaren教授、我所薛桂霞副研究员合作的题为：《The WTO SPS Agreement in Action: Disputes over China’s Exports of Vegetables to Japan》的论文受到与会代表的关注和好评。
会后一些杂志的社长和总编纷纷致函（如The Australasian Agribusiness Review and the Australasian Agribusiness Perspectives等杂志），表示希望能全文刊载这篇文章。
