on November 5th, at the invitation of “Foreign Agricultural Economics and policy”, Huang Hanquan，director of NDRC industrial economy and technical economy institute, come to give an academic report entitled “China's agricultural subsidies policy reform ideas".

The report from director Huang Hanquan focused in four aspects: the status and characteristics of China's agricultural subsidies; agricultural subsidy effect evaluation; the trends of agricultural subsidy policy in the developed countries; reform ideas and suggestions. Vice director Huang Hanmin gave comment and summary for the brilliant report of director Wang Jimin. The academic report was based on the research result of the project of “China's agricultural subsidy policy reform ideas research”, which got affirmation and instructions of Vice-premier Wang Yang and director Xu Shaoshi. China's agricultural subsidy policy plays an important role in agricultural production, farmers' income increasing, the price of agricultural products stabilizing and the way of agricultural development changing, also has the problem of high cost, low precision, which need to perfect accordance with the idea of “expanding the total amount, optimizing structure, changing the method, improving the efficiency.

The participants has active communication on the seminar, researcher Zhao Yifu, Liu Heguang and Qian Jingfei were in-depth discussion with the keynote speaker for the topic of the effect of target price on increasing of grain yield and farmer’s income, the development trends of Chinese agriculture in the next 5-10 years, household population urbanization rate, the influence of subsidy policy to farmer’s planter decision-making, the incentive effect of the green box and yellow box policy on the grain production, how to improve the farmer’s enthusiasm for land transfer and other issues. The doctor and master also listened to the report, and participated in the discussion actively.
