During December 20 – 31, 2012, Professor Jiang Heping were invited to participate in the “agricultural cooperation promotion program of Sino-Soviet” international exchange conference, field trips and planning the construction of Sino-Soviet agricultural cooperation development zones. 

Professor Jiang Heping and other experts, through the investigation and survey for Sudan's main irrigation area as Gezira state, Sennar, Gedaref state, Nile, and Khartoum State, Sino-Soviet agricultural investment project and Soviet aiding agricultural technology demonstration center, detailed understanding the crop production allocation of production and industrial development of Sudan's main agricultural area, comprehensive clarify the advantages and problems of Sudan’s agricultural construction, completed the task of “Sino-Soviet agricultural cooperation development area construction planning” successfully.    

Against the problem of sultan government weak voice for land grant, short land rent term, high land development cost, agricultural machinery and capital admittance difficulty and cultural concept difference, Professor Jiang proposed that, Sino-Soviet agricultural cooperation development area should take the agricultural industry development and technical cooperation as the key point, take Chinese agricultural high-tech technology leading sultan’s agricultural development as the principal line, take “efficient, complementary，reciprocal and win-win’ as agricultural industrial development route, focus on the six leading industry of high efficiency cotton, high quality grain and oil, high yield sugarcane, stock breeding, ecological breeding and agrotechny, construct the development area to be a sultan’s agricultural characteristic, Africa top-ranking agricultural comprehensive development sample zone, to promote Sultan agricultural and rural economic development, achieve remarkable economic, ecological and social benefits.

Professor Jiang thinks that Sino-Soviet agricultural cooperation is a significant cause, Sino-Soviet agricultural cooperation development zone is not only conducive to add Sudan to the farmers' income, improve enterprise efficiency, develop agricultural production, expand exports of agricultural products, but also conducive to promote the rapid development of Sino-Soviet friendship.
