Wang Dongyang (Director of IAED) led a team to do a survey in The Republic of Belarus, studying Agricultural Planting in Sino-Belarus Industrial Park
Sino-Belarus Industrial Park, jointly funded by China and the Republic of Belarus, is a large-scaled park located in Minsk (capital of Belarus) and quite near international airport. The total planning area of the industrial park is 95.1 km2, whose land can be validly used for 99 years and which is mainly for the development of fine chemical engineering, electronic information, biological medicine, high-end manufacturing, logistics and warehousing. By gradually completing the completing the functions (for living, R&D, medical treatment and travel), it tries to make the park to be a five-in-one international new city which is outstanding in ecology, living, industrial development and innovation. In this industrial park, the stock share owned by Chinese party and Belarus party is 60% and 40% respectively. All enterprises settled down in this industrial park can enjoy the preferences in tax and land. On May 12, 2015, Chairman Xi, being accompanied by Alexander Lukashenko (president of Belarus), spent a special visit to Sino-Belarus Industrial Park. He pointed out that this industrial park is a new research jointly done by both parties, which was also a project being as a symbol of One Belt One Road Economic Zone. He hoped that both parties could take seriously of this industrial park and well do the long-term planning. In the future, focusing on Sino-Belarus Industrial Park, both parties can work together to make competitive industries. On Jun. 24, Chairman Xi met Alexander Lukashenko (president of Belarus) in Tashkent, where he re-pointed out that both parties shall focus on the industrial park to deepen the cooperation on major projects and try hard to have a comprehensive development in trade, investment, financing and local cooperation, do our best to push forward the construction of “One Belt One Road”. President Alexander Lukashenko siad that Belarus would sincerely cooperate with China for the trade, local cooperation and technical cooperation; and Belarus would play an active role in the construction of “One Belt One Road”, trying to make Sino-Belarus Industrial Park be a symbol of “One Belt One Road”. Now, China CAMC Engineering Co., Ltd., being as the general contractor, is working on the layout and construction of this industrial park. Together with Belarus, CAMC will also play a part in pushing forward the progress and implementation of this industrial park.
In order to push forward the construction of “Sino-Belarus Industrial Park” and evaluate the feasibility of agricultural planting of the project “High-tech Agriculture - Industry Complex”, Wang Dongyang, the director of IAED, and other 3 experts from Food Nutrition Office were entrusted by CAMC and invited by Ministry of Agricultural Food of Belarus to came to Belarus to do a survey and evaluation on the agricultural seeds from June 15, 2016 to June 23, 2016. During the visit, they visited Leonid Adamovich (first deputy director of Ministry of Agricultural Food), Ignor Makar (first deputy mayor of Minsk, Minsk is also the shareholder of this industrial park), Pavel Yuhnevich, chairman of State Economic Implementation Committee, chairman of regional government of the Pukhovichi area, two farmland owners and the chief agronomist; they also visited Vladimir Gusakow (chairman of NAS(National Academy of Sciences of Belarus) and Peter Kazakevich (vice chairman of NAS); they visited Soil and Agricultural Chemical Research Institute, System Research Institute, Planting Scientific Application Center, Irrigation Research Institute and Food Processing Industry. During the visit, they held meetings with the leaders and experts from these research institutes, mainly focusing on discussing the farmland conditions, soil and water conditions in Belarus, planting of grains and oil plants, technical regulations on agricultural production, investment cost and revenue, agricultural policy support, import and export etc. They also visited the labs, seed-making base and workshop, experimental farmlands and so on; then, together with Uritskiy Daniil (the general controller of National Biotechnology Group which is to be formed by the owners in the industry park), they did a comprehensive analysis and evaluation on the project. They think that Sino-Belarus Industrial Park is a symbol of these two countries’ cooperation, which has an important part --- high-tech agriculture-industry complexes. Meanwhile, Sino-Belarus Industrial Park is greatly supported and accepted by both government, which has a broad influence and attracts high attention. It will definitely push forward the start-up of agricultural planting projects. During the visit, IAED and NSA and CAMC signed MOMs, announcing that three parties will continue with the cooperation and communication in the future.
