Researcher Xia Ying Participated in the Theme Forum of the Rural Collective Property Right System Reform and “Three Changes” Reform of “The First Farmers' Day in Xi’an” and Made A Keynote Report

As invited by Xi’an People’s Government, during March 14-15, 2018, Xia Ying (researcher of the Institute of Agricultural Economy and Development of Chinese Academy of Agricultural Sciences) has attended “Theme Forum of Rural Collective Property Right System Reform and Three Changers”, and the theme of the Forum is “inheriting farming culture, developing modern agriculture, respecting, loving and helping farmers, promote rural revitalization”.

Under the arrangement of the conference sponsor, researcher Xia Ying delivered a keynote speech entitled “Reform of China's Rural Collective Property Rights System: Theory, Policy and Experience”. The report made a systematic analysis of the rural collective property right reform from the background of rural collective property right reform, reform logic, key point of the policy, basic experience, countermeasures, and suggestions and so on. In particular, the report introduced and expounded theoretical methods of equity setting and management, and the technical road map for deepening the rural collective property right system reform has been given, which was well received by the guests.

Under the background of new era, new opportunities and new reform tasks, from theory to policy, as well as experience and effect, the report summarizes and publicizes the pilot reform of collective assets and equity rights, which will be conducive to the formation of propagable and replicable samples and reference, being of practical significance to further research on reform, and being a concrete action to implement the report of the 19th CPC National Congress, and better integrated the reform in t he specific action of China’s rural promotion.
