the 39th conference of the World Food Security Council (hereinafter referred to as the "Food Safety Commission") was held in Rome headquarters of United Nations Food and Agriculture Organization during October 15-20 2012. Researcher Li Xiande was participated in the meeting and made a statement for the related issue as a member of the Chinese delegation.

the conference mainly discussed the following important issues: social protection improve food security and nutrition; food security and climate change; “World Food insecurity Status” in 2012 and latest information on the “Review Hunger Population Estimation Method; the first edition of “ Food Security and Nutrition Global Strategic Framework”； the application of the term "Food Security and Nutrition";  "Responsible Agricultural investment – advance way" and Food Security Council rules of debate et al.

Conventioneer includes the representative of 112 members of Food Security Council, 12 representatives of non-members of Food Security Council and others from many organizations (representative of the United Nations 11 institution and department, 104 civil society and nongovernmental organizations, 44 association of private sector et al.). Director-general of the United Nations food and agriculture organization, president of IFAD, the WFP executive director has attended the meeting and delivered the opening speech. on the morning of October 16, there are also a "World Food Day" celebration, with the theme of “perfect agriculture cooperative, safeguard food security.”
