Jiarong Qian, associate researcher, was invited to attend the “2016 International Conference on Systemic Risk in Food, Climate Change and Finance“ in South Korea.

   On October 21,invited by the Korea University of Korea, Mr.Jiarong Qian, Associate Professor of Technology and Economy, attended the "2016 International Conference on Global System Risk in Food (Climate) Change and Finance, "and delivered a thematic report entitled" Price Support, Competitiveness and Food Security: Empirical Evidence from China ".
   Professor Qian first introduced the implementation of price support to the grain market and production, and pointed out how the price support mechanism worked on food market and production. He proposed price support policy exerting effect on food price and production through the intervention of market supply and demand and the formation of market expectations. In addition, he also analyzed the current situation of grain supply and demand and food price support policy. The report also investigated the supply and demand equilibrium model of rice, wheat and maize in China, and simulates the impact of price support on China's grain supply and demand, trade and production cost, and analyzes the effect of price support on China's grain supply and demand, trade and production cost. In conclusion, price support policy has a significant positive impact on food prices, production costs, production volume, import and ending stocks, and has a negative impact on domestic food demand and food export.
   Professor Qian finally emphasized the following points: (1) Price support policy has a great impact on the grain market and has played a crucial role in safeguarding the level of grain self-sufficiency in China. From the view of safeguarding national food security and industrial safety, we should avoid the fluctuation of price support. (2) Price support policy has led to a significant increase in China's food imports, although grain import grew faster, but compared with domestic production and consumption, the import share is still small. Meanwhile, due to the import tariff quotas, the grain import will not affect livestock security and will not exert great effect on the world’s grain market. (3)Price support policy improves the cost of food production, to some extent weakened the international competitiveness of China’s food. It also offset the farmer’s income to some extent. So for the future price support policy reform, cost should be taken into consideration. ( 4) Price support policy eventually leads to a sharp rise in grain stocks with the growth volume more than the production volume. Therefore, using price support to protect food production, corresponding measures should also be adopted to reduce the pressure on the stock and financial burden caused by the price support.
   "2016 International Conference on Global System Risk in Food, Climate Change and Finance" is an international symposium jointly organized by Korea University, Korea Life Science and Natural Resources Research Institute and other units. The conference is held annually and is devoted to the study of global food security, climate change and finance issues aiming at promoting the healthy development of world agriculture.
